You can upload pictures for free here and it automatically sorts pictures based on the traffic to that picture so most of the best sift to the top of the lists. The site gets a lot of traffic, so your images will get viewed a lot as well. Of course, it has a way to add comments to the images, etc.

Holy crow...look how many glowing comments are on that crappy shot too and an overall score of 92?! Geez, and I though here was bad sometimes :p

Looks like a lot of snapshots, with a vew decent shots thrown in every once in a while.

Actually, it's more the opposite... snapshots are discouraged.

Of course, there are holes to any scoring algorithm. If a person actively asks a few people to visit, it can dramatically increase the overall score of that picture, but over time, it usually sorts itself out.
