HELP! Pc Desktop upgrade questions

I need to upgrade my pc really badly. Buying a new motherboard, graphics card and new ram.

Currently my system is:
Intel Pentium 4 2.40
2 gigs of ram
Radeon 9550 256mb card

I also have a laptop which is what I am using right now for making art:
Dell Inspirion 1521
AMD Turion 64 X2 1.90
4gigs of ram
ATI Radeon x1270 128mb (I believe)

Anyone have any suggestions as to what is good equipment out there. I have been out of the loop of a bit and just curious to what is good and what sucks.

I build my own systems, you need to decided on a budget ?
And what programs are you going to use ?
Do you want to upgrade or would you consider just buying a fully built and tested system ?

Nothing too too expensive as I can always add more stuff later (more ram and a good sound card)
Maybe $$200-300

I would be using Photoshop CS4 Mostly and Poser just to make figures not for animation.

And Yes I would consider buying a fully built PC.. I was thinking maybe Dell??

Nothing wrong with dell, and great service, I use them for laptops...
No experience of their desktops !

I think the days if saving a fortune Self building are truly gone and the advantage of buying pre-built is you get a warranty and the stuff works..
Its a trade off really...............
