That uniform is indeed uberswank. I think the shoulders slope a little too much though.
Your coloring is GREAT, and your details are good, but your base figure/posing needs some catching up.. Like plan a killer pose ahead, up the boldness of facial features(eyes/chin).. those kinda things. Here's a thought that helps me: Features aren't objects arranged on the face-- they make the face.
I can tell you have a lot of potential. Keep up the good work!
