As mentioned the waves seem a bit overexposed,
also some cropping on the left and right side would make this image more tight IMO
Have you tried to make it black&white? could be interesting
Overall its a nice and entertaining piece

I agree that it's a tad over-exposed. Anytime I'm shooting surf in bright sun I step down at least by 1/2 and sometimes more to prevent over-exposure of the foam. Try using exposure bracketing if your camera offers that feature. I think the surfer is too centered her. I'd also prefer it if he were more to the left and maybe even up toward the upper left corner a bit.

Positioning of the surfer in the composition (off center, towards the left).
